Salvador F. Leccese

Salvador F. Leccese is the CEO of LeCesse Development Corporation. Established in 1952, the LeCesse organization has grown from a small building contractor in Rochester, NY to a multi-state developer and owner of multifamily properties, with headquarters located in Altamonte Springs, Florida. |
Major construction projects have included housing and health care facilities, high tech industrial buildings and a $25 million convention center in Rochester, NY. The annual volume of construction completed exceeded $100 million per year, and LeCesse Corporation was listed in the ENR Top 400 of general construction contractors. |
Mr. Leccese has also been involved in the development of and investment in a diverse real estate portfolio consisting of residential, healthcare, recreational, commercial and industrial properties. He has developed more than 1,000 units of for-sale housing, ranging from affordable, urban housing to luxury ocean front property. Working as a developer or co-developer, he has been involved in creating more than 12,000 rental units, including market rent apartments, affordable (LIHTC) units, senior citizen housing, government subsidized housing, retirement centers, and military housing. |
Mr. Leccese, a graduate in civil engineering from the University of Notre Dame, is a licensed General Contractor in Florida. He has been an active member of numerous professional organizations, including the Associated General Contractors of America, as well as a variety of charitable and community service organizations. |

Jacqueline Leccese PRESIDENT

Jacqueline Leccese is a Florida licensed Real Estate Broker and has been active in Florida real estate for over 18 years. Starting as a licensed real estate associate in single family sales, Ms. Leccese went into business with an associate, Peter Donahue to form Donahue & Associates, a real estate sales and marketing firm specializing in the sales of single family subdivisions and condominiums. With Mr. Donahue, Ms. Leccese supervised the sale of over $30 million in single family and multifamily real estate. |
Ms. Leccese became independent and continued to manage a sales force in 1987, which averaged over $5 million per year in sales. In 1988, Ms. Leccese became involved in the management of multifamily properties. Today, her firm, Cambridge Management Services, Inc., manages over 2,500 units in Florida and New York with asset values of over $100 million. |
Ms. Leccese is a member of the National Association of Home Builders, The Apartment Management Association of Orlando, The National Apartment Association, and has her RAM Certification. |

Frank Grosch
CFO

Frank K. Grosch began his career in real estate in 1986 with the Housing Council/Housing Opportunities, a not-for-profit housing developer in Rochester, N.Y. As a project manager for Housing Opportunities and later Belmont Shelter Corp. in Buffalo, NY, he developed affordable rental and for-sale housing, including several LIHTC projects, with financing provided by federal, state and local government, banks and private foundations. |
In 1993, he joined LeCesse Development's New York office as a project manager. He was appointed Vice President in January 1997 and Chief Financial Officer in May 2006. |
Mr. Grosch oversees LeCesse's day-to-day operations and has primary responsibility for the company's debt and equity relationships. Mr. Grosch is a graduate of the University of Rochester and has completed professional development programs at the Pratt Institute and the Harvard School of Design. He holds an MBA (Finance) from the Crummer Graduate School of Business at Rollins College.

Rob Piezon

Rob Piezon began his career in 1977 in the United States Air Force. During his final tour of duty in military service he was the superintendent, Vehicle Maintenance Flight, 12th Transportation Squadron at Randolph Air Force Base in Texas. He was responsible for over 650 vehicles and 43 personnel. He graduated from the Community College of the Air Force in 1994 with an Associate of Applied Sciences in Vehicle Maintenance Management. He retired from the Air Force in 1997 to join Cambridge Management. In 2001, he was promoted to Vice President. |
As Vice President, Mr. Piezon’s duties include liaison between the properties and the corporate office. He oversees contract negotiations of capital expenditures and the management of repairs. Monthly property inspections are conducted and reported to the owners. |

Tom Hayden
DIRECTOR OF DEVELOPMENT

Tom Hayden is responsible for new development opportunities for the firm as well as the development execution of existing projects. Prior to joining LeCesse Development, Mr. Hayden was with FF South and Co., a retail developer, where he directed operations, leasing and construction renovations. Before that, he was a Senior Director at Holliday, Fenoglio, Fowler LP, managing the Orlando production office. |
He began his career as a real estate loan officer at Old Stone Bank in Providence, RI. He later moved to Fleet Bank as a Vice President in the national lending group. He is a graduate of the University of Rhode Island and is licensed as a real estate broker and a mortgage banker in Florida. |

Dan Lanni
CONSTRUCTION COORDINATOR

|
Dan Lanni brings over thirty years of construction experience to LeCesse Development. He has been involved in LeCesse projects since 1982. As construction coordinator, he is responsible for the direction of each project, including negotiation, maintenance and writing of contracts; ordering and expediting; and conducting project planning and status meetings. On design/build projects, Mr. Lanni also works very closely with the architect to ensure code compliance and budget maintenance. |
Some of the projects he has coordinated, either as a LeCesse employee or as president of his own firm, include the Eastman School of Music renovation, Auburn Memorial Hospital Skilled Nursing Facility, the University of Rochester South Wing, Clinton Square, and The Landings, a 240- unit property in Albany, New York, GrandeVille at the Commons, a 234-unit
project in S. Kingston, RI, and City Walk, a 287-unit mixed-use project in Woodbury, MN. |

Dick Wittig
QUALITY CONTROL SUPERVISOR

|
Dick Wittig, as Quality Control Supervisor, has responsibility for overseeing the general contractors on projects being developed by LeCesse. |
With a B.S. degree in Light Building from the University of Wisconsin, he has also completed course work in architectural design and drafting, urban land economics, accounting and structural & materials engineering. |
A certified building contractor in the state of Florida, Mr. Wittig has earned the designation as U.S. Homes “Builder of the Year” four times, as well as many other industry accolades. |

John Flynn
DIRECTOR OF ACQUISITIONS

John Flynn is a graduate of Florida State University with a degree in Real Estate. John has been involved in real estate since 1993. Prior to working for LeCesse Development Corp., he worked as a commercial appraiser for Real Estate Marketing Consultants, Inc. In addition to appraisals, he completed market and feasibility studies. Although John specialized in multi-family properties, he worked on a wide variety of commercial property types throughout the country for numerous institutional and bank clients. |
As Director of Acquisitions, Mr. Flynn is responsible for acquisitions of existing multifamily assets. This includes the research and analysis of potential purchases, project feasibility, contract negotiations, coordination with property management, as well as oversight of project renovations. |

Don Kafka
PROJECT SUPERVISOR

Don Kafka has been involved in the design, construction and development of numerous commercial, residential and public work projects in the southeastern US and the Caribbean. |
After graduation from Stanford University with a degree in civil engineering, he was commissioned into the U.S. Navy Civil Engineering Corps and oversaw the administration of construction contracts. He served as the construction project manager for the Arecibo Ionospheric Observatory in Puerto Rico, the largest scientific radar facility in the world. For 25 years, he developed and constructed various projects ranging from high-rise hotels to hospitals. Since his move to Central Florida he has been involved in the development of more than 5,000 projects. |

Chad Hochuli
PROJECT SUPERVISOR

Chad Hochuli is a graduate of Boston College. As a project manager for LeCesse Development, Mr. Hochuli is responsible for managing schedules, budgets, architectural and engineering consultants and coordinating government approvals for new projects. |
Chad began his professional career in 1998 as a superintendent with ContraVest Development Inc., where he was directly involved in the delivery of over 2,000 multifamily units. In 2003, ContraVest promoted Mr. Hochuli to predevelopment project manager. As a predevelopment project manager, Chad entitled all new multifamily developments for ContraVest. |

Natalie Cavaliere
SENIOR PORTFOLIO MANAGER

Natalie Cavaliere began her career in the apartment industry with Cambridge Management Services in 1989. She began her employment as a leasing consultant and was promoted to the positions of assistant manager, property manager, management specialist and assistant to the president. She spent three years on a LIHC property and has earned a NCP Designation. |
As Senior Portfolio Manager, Ms. Cavaliere’s duties include management training in the areas of company policy and procedures, company reporting, computer programs, resident services and tax credit compliance. She also performs market analysis on existing Cambridge Management properties and potential acquisition properties. |

Evelyn Holland

Evelyn Holland has been involved with the Apartment Industry since 1988. She began with Southmark as a leasing consultant. She was promoted to Assistant Manager in 1989 and to Resident Manager n 1990. In 1993 she managed Cypress Ridge Apartments for Governor Realty and also acted as the Marketing Director, conducting Leasing Seminars for 7 Florida Properties. She joined Cambridge Management Services, Inc. in 1995 as the director of marketing. She has held the positions of Management Specialist and in 2001, she was promoted to Portfolio Manager. |
As Portfolio Manager, Ms. Holland’s duties include management training in the areas of company policy and procedures, company reporting, computer programs, and resident services. She also performs market analysis on existing Cambridge Management properties and potential acquisition properties. In 2002, she received an NCP designation from the housing credit college of Elizabeth Mooreland Consulting, Inc. |

Linda Parker

Linda Parker, a graduate of the University of Central Florida, Magna Cum Laude, began her career in the real estate development/construction industry in 1978 with Cousins Properties, Inc., in Atlanta, Georgia as a corporate accountant. |
She worked for the Real Estate Planning and Development firm of Fred Kahler, Inc. in Shreveport, LA for nine years before relocating to Florida and accepting a position with Scivally & Associates, Inc. She also held the position of Controller/Office Manager for Quantum Development Group, Inc. in Orlando, Florida. |
Ms. Parker joined Cambridge Management Services in 2003 as the director of accounting in charge of all financial management and accounting responsibilities. She also holds a Florida real estate salesperson’s license and a Masters Degree in accounting. |

Scott Piezon
DIRECTOR OF MAINTENANCE

Scott Piezon served in the United States Navy, Nuclear Submarine Service for ten years qualifying in all ships systems. He held the positions of damage control petty officer, ships maneuvering watch man, overboard diver, cook and weapons petty officer and he earned many medals including the prestigious Humanitarian Service Medal. |
Mr. Piezon joined Cambridge Management Services, Inc. in 1992 as a member of the maintenance staff. In 2001 he was promoted to the Director of Maintenance. As the Director of Maintenance, Mr. Piezon is responsible for directing all maintenance operations to include establishing, organizing and implementing policies and objectives. He must also define, structure and complete goals that meet or exceed the owner’s expectations for maintenance performance. |
